I have an '01 Chrysler Town & Country and the lat few times I applied the parking brake it didn't seem to release all the way. It did disengage a little bit to allow to me drive the vehicle but I can still feel it dragging.

Any idea what might be causing this?

It's most likely one of two things:

1. A frozen parking brake cable - the inside of the cable may have corroded to the point that the cable is binding up. Remedy: replace the cable that is binding or try spraying a penetrating lubricant into the cable. It may be the main cable from the pedal or one of the slave cables to the brakes.

2. A frozen parking brake lever on the brakes - on the end of this lever there's a cam. When the lever is pulled by the cable, the cam on the end pushes out the parking brake shoes, pressing them against the drum on the back of the rear disks. When you release the parking brake this rusty lever doesn't disengage fully. Remedy: It could be one or both sides of rear brakes doing this, so check both. You need to take off the rear calipers and rotors to expose the parking brake assembly. Take the parking brake assembly apart and remove the lever at the top. Once you have it out apply some heat or penetrating lubricant to free it up. When you reinstall it apply a high temp grease made for lubricating brake components. Don't apply heat without disassembling the parking brake! There's a rubber skirt around the lever to prevent water/debris from entering the parking brake

All this happened probably because you don't use the parking brake often enough to keep these parts working freely. I would highly recommend you use the parking/emergency brake occasionally to prevent a reoccurrence.
